Andrea Gita Millwood Hargrave

Working with UNESCO’s Working Group on Information Access, with particular reference to developing the Framework for Information Access, Andrea is an independent consultant, focussed on policy making and its consequences across the converging communications environment. International in her outlook, Andrea has acted as an Expert and Adviser for a number of national regulatory authorities across the digital communications ecosystem, as well as working with the European Union and the Council of Europe.

Andrea has published widely on media policy in an international context and has a keen interest in digital literacy, advocacy for the rights of children, and issues of governance, with an increasing focus on the uses of artificial intelligence.

An Associate of the Programme in Comparative Media Law and Policy, University of Oxford, she serves as an Expert with the UK Council for Internet Safety (UKCIS). Formerly a content regulator, Andrea was Director General of the International Institute of Communications until her resignation in 2020. when she took on the role of  Director of Regulatory Fora,
