Ihor is a policy strategist and AI practitioner with over 10 years of experience leading high-impact reforms in Ukraine and beyond. He co-developed AI-powered tools used by journalists and civil society to monitor court decisions, created Ukraine’s national broadband mapping tool, and led the landmark campaign to decriminalize adult content — recently featured in The New York Times. Ihor now leads Policy Genome, a global initiative to build practical, AI-enabled infrastructure for smarter, more accountable governance.
